An intensification of the cuts has already begun in Ontario’s healthcare system, as wait times at emergency departments have surged over five years despite a deepening hospital funding crisis. According to a report published by Canadian Centre for Policy Alternatives, 90% of patients now wait 4.5 hours for initial assessments in Ontario’s emergency rooms, up from 2.7 hours in 2020-21. This indicates a systemic strain, as reported by researcher Andrew Longhurst, who emphasizes that overcrowding signals the overall health system is struggling to meet patient demand. Hospitals in northern and western regions are disproportionately affected, with 55% carrying deficits in 2024-25, a trend expected to reach 70% by 2025-26. Small hospitals, particularly those with operating revenues below $100 million, are at greater risk due to their limited capacity to absorb rising costs. However, despite these challenges, the province has allocated only $3.4 billion in additional spending, leaving a $3 billion shortfall in 2026-27. Longhurst notes that while the Ontario Hospital Association reports annual cost increases of 6% annually, the provincial government’s projected funding rise is minimal, highlighting concerns about insufficient resources. The Financial Accountability Office estimates $6.4 billion in needed spending to maintain service levels, yet the gap remains unaddressed. Minister Sylvia Jones defended the current spending plans, emphasizing the focus on hospitals facing high deficit rates. Meanwhile, Michael Hurley of the Ontario Council of Hospital Unions warns that the situation will intensify, with ongoing access issues and deteriorating care quality becoming increasingly urgent. The report urges a more aggressive plan to address the crisis, including a healthcare workforce strategy and capital plan, while underscoring the need for transparency in funding decisions.
